First year: My thoughts are to observe. I took note that the space is exposed, wind blown, and dry. Its soil is hydrophobic has a weed barrier, and is covered in mulch. I'll begin with the existing plants, remove bit by bit of the weed barrier, and amend the soil. Then I'll introduce perennials that thrive in hot dry windy conditions, that root well, that reseed, and extend the flowering and fruiting season 'til frost, for the insects. I've already witnessed honey bees on the calendula and tree crickets in the rosa rugosa.
